Pam Offutt – CEO & Partner
Pam is responsible for direction of operations, program management, UX and requirements analysis and testing at Bellese, providing guidance with a basis in decades of experience in planning, development, engineering, delivery, implementation, and executive leadership in the software and systems industries.
Concurrent with her duties at Bellese, Pam served as COO of Edaptive Systems, where she ran operational functions and provided contract oversight as well as directing the QIP program with Centers for Medicare and Medicaid (CMS). Edaptive experienced explosive growth under her stewardship, earning The Future 50 Award from SmartCEO Magazine on the way to an acquisition by publicly traded ManTech International Corporation in December of 2016.
Prior to her time at Edaptive, Pam was the Director of Enterprise Engineering at Arbitron. Responsibilities there included leading a team of 75+ systems development professionals, planning and executing annual budgets of $8M+, strategic planning and management of application and project portfolios, establishment of enterprise architecture, development of mission-critical business solutions, and leading IT policy, process and practice implementation and governance. Arbitron was acquired by Nielsen in 2012 for $1.26B.
Pam holds an M.S. in Computer Engineering with a Concentration in Digital Systems from Loyola University Maryland, and is a huge Orioles fan.
John duClos – CTO & Partner
John is responsible for business development and engineering consulting practice at Bellese. An agile software engineering and project management evangelist with extensive experience with business architecture, enterprise software engineering and business process management, John’s been in the software solutions game for nearly 30 years.
Before co-founding Bellese in 2009, John was the Director of Software Engineering at Edaptive System, where he provided strategic technical planning and thought leadership to cross functional development efforts. Prior to Edaptive, he was Director of Engineering at General Dynamics Information Technology, where he Directed team of product development software engineering professionals to develop and maintain a healthcare business intelligence and analytics product suite. Prior to that he served as the Director of Engineering for Siemens’s Healthcare division, where he directed a global group comprised of four product common component and architectural modules of a major Hospital Information System product called Soarian. Earlier experiences include a stint as a Development Manager at Arbitron, where he led a PPM development team made up of software engineers, architects and analysts.
John holds an M.S. in Information Technology from American University, and is a die-hard Raiders fan.
Bill Lakenan – Product Owner and Agile Coach
Bill brings an impressive track record of experience in quality assurance to his work at Bellese. Before joining the team in 2015, Bill was the Manager of ESRD QIP Analysis & QA and CROWN Analysis at Owings Mills, Maryland-based Edaptive Systems. During his tenure at Edaptive, he managed teams of QA analysts supporting large, enterprise software development efforts and developing large software for Centers for Medicaid & Medicare (CMS). Prior to his time at Edaptive, Bill managed the Enterprise Process Group at Arbitron, where his team focused on process definition, project mentoring, organizational process improvement and auditing of processes and work products for an international software development organization of 200+ people and 40 concurrent projects.
Bill holds a B.S. in Math and Computer Science from Carnegie Mellon University, and lives in the Baltimore area with his wife and two sons.
