Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Quality Management and Review Systems (QMARS) program. QMARS online case management system supports the CMS Beneficiary and Family-Centered Care (BFCC) Quality Improvement Organization (QIO) program.  The QIO program is one of the largest federal programs dedicated to improving healthcare quality for Medicare beneficiaries across the country.  Our teams will continuously strive to modernize these systems while improving them in ways that reduce provider burden and minimize costs to CMS.  We do this through HCD and Service design practices, product thinking, and skilled engineering.  At Bellese, we’re relentlessly focused on enabling and empowering providers to focus on improving the quality and safety of patient care.

This is a Data Engineer position to develop and implement data persistence, database and data processing solutions to support product development goals. The Data Engineer knows how to code in database solutions such as PostgreSQL, and AWS Aurora and has ten (10) years of professional experience in database development or related role.

  • Ability to analyze traditional data solutions implemented in relational databases such as PostgreSQL, and AWS Aurora.  This includes stored procedures, triggers, materialized views, etc.
  • Experience working with Elastic File System (EFS)
  • Ability to develop scalable and fault tolerant data management solutions
  • Posses a strong attention to detail
  • Demonstrate flexibility in day-to-day work
  • Demonstrate strong collaboration and inter-team skills- ability to listen and consider input from team members

We need your help to

  • Implement data management solutions for products and/or enterprise systems
  • Data persistence and integration: NoSQL (JSON) or SQL (Postgres)
  • Implement relational database resources such as PL/SQL, stored procedures, triggers, etc..
  • Developing data management solutions, and understands that software is “soft” and easy to build and refactor
  • Develop secured digital services that provide healthcare quality transparency to millions of Americans.
  • Reduce ambiguity in problems through quantitative and qualitative research.
  • Work with your team to go to the source and make sure you truly understand the issues that the providers and customers want to be solved.
  • Ruthlessly prioritize the right features and solutions.
  • Measure results. You define success through clear metrics so the customer can see what works and what doesn’t.
  • Succinctly communicate or demonstrate issues to your team, and lead the thought process of your team to drive toward feasible, viable, and highly usable solutions.
  • Work with customer support and user research to identify current user experience issues, and drive measurable improvements.
  • Work as a part of an agile software development team. You’re a creative thinker and skilled communicator who thrives in cross-functional teams.
  • Translate ideas into actionable, testable solutions, and working with engineering teams to define and implement those solutions.
  • Engage and communicate with both technical and non-technical folks.

Extra credit for expertise in

  • Working with the following programming languages: Python, Java, C/C++, SQL/ No-SQL scripting, HQL, Terraform , Cloudformation, Groovy.
  • Working with the following: AWS. Cloudbees Jenkins or another similar CI/CD pipeline tool.
  • Working knowledge of Section 508 and WCAG accessibility standards, security software development, Splunk, global infrastructure, virtual clouds, virtual computing, serverless computing, load balancing and networking, data storage and data streaming, Security, Trunk-based development, Feature flagging, and Continuous Integration/Continuous Delivery.
  • API development. REST, GraphQL and or SOAP.
  • Using Atlassian Jira to increase the efficiency of and transparency in the work management of an agile software development team.
  • Healthcare product management where access to the users is difficult, expensive, or impossible.
  • Experience with a variety of Agile frameworks.
  • Familiarity with collaboration tools such as Mural.
